The Government of Navarre has begun a study about the most recent Navarrese Diaspora which aims, on the one hand, to carry identifying and contacting them to generate channels with this new emigrant profile that is composed, to a large extent, of highly qualified young people.  The project was presented to the embers of the Executive by the Minister of Citizen and Institutional Relations, Ana Ollo Hualde, during a government session held on Wednesday. 

Iruña-Pamplona.  Minister Ollo explained that, according to the data at the CERA, elaborated by the Statistics National Institute, INE, Navarre is the second Autonomous Community in which this group has shown more growth in average since the beginning of the crisis.  Since 2008, more than 2,000 young Navarrese and immigrants from Navarre have emigrated abroad.

This situation constitutes a source of worry for the Public Administration, Ana Ollo said, adding that besides this “it is an obvious social loss of young people, who are highly qualified, trained in Navarre, and who are capable of developing professional careers in other countries, and gain knowledge and experiences which that then cannot be exploited in their places of origin.”

The Government’s goal with this study is to subsequently look for channels of relationship and exchange and also establish a public-private support network for the capture and management of this “know how,” of the talent generated during the stays of these young emigrants from Navarre, in hopes of generating the benefit of a “roundtrip.”  The hope is that those who have emigrated have confidence in their home communities, increase their contacts and generate a favorable situation to be able to collaborate in their own projects, or contribute ideas for the management of projects by third parties, that would also contribute to the development of Navarre, Ana Ollo added.

This initiative also includes a strategy of intelligent specialization in Navarre, specifically in regards to capturing external talent.  President Uxue Barkos, understand the contributions that these young Navarrese could make, if optimum circumstances are generated, they would serve to develop the strategic sectors and that of businesses in our community, undertaking successful projects, that would already be proven “in situ” of their level of risk.

In this way, Ollo explained, the Government considers that the a real possibility already exists that a number of these people could return to their homeland, to startup their own businesses and create jobs in emerging economic sectors, as well as work on advanced projects in the local business fabric, public sector or cooperative.  In view of the data yielded form the study, strategies could be designed to facilitate the return and link them to entrepreneurial projects, or link them to recruitment of companies with professional profiles that are not in the Foral Community itself, or strategies for detection of business niches and entrepreneurships for Navarrese companies in the countries of these Navarrese immigrants.

The study will be concluded by the end of the year, and will also include a comparative analysis of similar initiates carried out in other public administrations, with a participative process with key informants and with interviews with economic, and social agents, university representatives, technological centers, development agencies, administrations, media and other organizations.
